Snagging within the building /construction industry is a slang word relating to a snag document/form is issued to contactors and sub contractors  towards the end of a project or phased work to outline and describe minor defects or omissions arising during the course of the work carried out. This inspection is to identify defects within the finishing work prior to the final handover to the client . This should be conducted by qualified persons each representing the trade and client.
